When a contractor blocks a sidewalk, with scaffold as seen here, and directs pedestrian traffic into a motor vehicle lane the legal exposure to the owner and contractor alike is astronomical. Add to that foot traffic is directed under the working area and is open to falling construction debris.

SOLUTION: Close the side walk with signage and direct all foot traffic in an alternate direction. OR barricade the traffic lane and direct foot traffic and vehicles out of harms way. Add overhead protection from falling debris.

No Quality Assurance Results In Stucco Failure

The captioned photo shows what can happen when 3rd party oversight is NOT in place to keep tabs on sub-par contractors looking to cut corners. In this case no bonding agent was applied to the cast in place concrete prior to stucco application. This large piece of stucco fell off and visual observations show the entire area is delaminated. No one was hurt in this case and repairs are now underway. Existing properties and new construction alike need the services of qualified firms to oversee day to day operations related to design and implementation of materials during installation. It becomes an issue of "Pay me now or pay later". The exposure and risk is not worth the cost up front.

A total 1500 LF of cracks needed to be prepped and injected. The slow process had the waterproofing removed on the walking surface to expose the crack above and the stucco was removed below to expose the crack as well. After gel was applied to the bottom the injection ports were set on the top. Injection took place, curing and finish grinding followed. The next procedure is to replace the waterproofing and repair the stucco below and finish paint.

Catwalk Cracks need attention now !

Exterior catwalks on older structures where waterproofing has deteriorated and not been maintained can start to show signs of concrete failure by way of visually observed cracks. The cracks as viewed from both above and below will allow water to intrude on the reinforcement elements and thus deteriorate the structural elements even further. Removal and replacement of the waterproofing membrane coupled with epoxy injection repair of the cracks and related stucco repair and paint can resolve the issue and extend the life cycle of the catwalk component. The above photo is an actual Building Solutions project photo of a 4" slab with component failure as listed. Progress photos will follow as repair procedures are undertaken by the client.

A recent review of a specification written by a major paint manufacturer recommended stucco cracks "Be Caulked". They refused to warrant their spec of course but recommend their caulking product!

When sounding of cracked stucco over a cementitious substrate reveals delamination the ASTM C-926 Standard should be followed. Remove the delaminated area and get so a solid substrate. Bond the scratch coat with an approved agent , apply the scratch and then apply the finish coat.
While caulking can stop water intrusion temporarily over the length of the existing crack caulked as soon as temperature fluctuates and crack is elongated once again water again begins to intrude at the new area of the un-caulked crack. Thus more delamination.

Paint Mil Thickness Testing is a MUST!

A current client recently made the decision to paint their building using a high build acrylic primer and paint over a cementitious substrate. At first they thought they would trust the painting contractor to apply the coatings at the recommended mil thicknes as specified in the product specs.
After some convincing they made the decision to have our firm do mil thickness testing by way of 3rd party Quality Assurance Inspections. The contractor immediatly went back to areas they has previously finished and put on a third coat! Testing revealed that the primer coat was 2.7 mils too thin on average and now the finish coats were 4.5 mils too thick.
Current inspections now find the primer and finish coats well within manufactures specifications. Proper testing equipment and due diligence on the part of 3rd party inspectors will lead to successful results for clients who choose to insure a solid finished product.
Contractors without oversight will cut corners where they can if left unattended.

Chinese Drywall Update: Medical Fears Persist

Up to now, major court cases in the ongoing Chinese-made drywall situation have not dealt with any medical or health-related claims. But health issues are sure to come up in court eventually; and in the mean time, fears about possible health effects of the defective material are likely to impact the market value of affected housing — even after all the bad drywall has been removed and replaced with U.S.-made material.
The past month has seen a handful of news items about drywall-related health fears. In one case, the U.S. Army is looking into the possibility that drywall may have contributed to the death of an infant child at Fort Bragg, N.C., according to Raleigh-Durham television station WTVD (“Fort Bragg investigating infant deaths”). Army investigators are examining ten infant deaths in Fort Bragg base housing, all classified as “sudden infant death syndrome” (SIDS) fatalities, and are trying to determine whether any aspect of base housing may have been a contributing factor in the deaths. Parents of three of the infants told the station that they believe Chinese drywall may have been to blame. Specialist Nathaniel Duke, father of one victim, said the Army gave him several different test reports: “One shows two pieces of drywall from their home which tested positive for Chinese drywall - giving off gases at levels higher than a positive control sample.” But a different test, for elemental sulfur within the actual board, came back within normal limits, the station reports (“New information in Bragg baby deaths”).
In South Florida, meanwhile, physician Kaye H. Kilburn, whose California firm Neuro-Test Inc. specializes in “chemical disorders,” says he suspects the drywall emissions of causing premature aging in occupants of the home, reports Tampa Bay Online (“Physician links Chinese drywall, premature aging,” by Sherri Lonon). Dr. Kilburn toured the Tampa area and talked with residents of contaminated homes at the invitation the Greater Sun City Center Contaminated Drywall Coordinating Group, an advocacy organization that contracted with Kilburn to conduct a health survey “to demonstrate the need for government intervention and epidemiological testing on residents in contaminated environments,” according to Tampa Bay Online.
According to the report, “ ‘This is premature aging,' Kilburn said after touring two homes in Sun City Center and listening to resident complaints. 'This is a death-causing problem.' According to Kilburn, the lack of response is often caused by financial motivations and an unwillingness on the part of government officials to delve into issues.’ “
But there is wide uncertainty within the medical field about the health effects of Chinese drywall — one reason why Judge Eldon Fallon, who is overseeing combined federal litigation of drywall-related cases, has deferred taking up any health-related lawsuits. Under the so-called “Daubert standard” for expert witness testimony in federal court, juries aren’t expected to assess competing “hired-gun” testimony — instead, judges are
tasked as “gatekeepers” of expert claims, and must determine whether a witness reflects the broadly accepted science in his field before allowing a jury to hear the evidence. Assertions like Dr. Kilburn’s typically are not admitted as court testimony, unless they represent a broad consensus within the expert’s field — particularly if the expert earns significant income from testifying in high-profile cases, or appears to display a personal bias. (In his website bio page, Kilburn is quite frank about his emotional involvement with his message about chemical injuries — a personal stance which may endear him to victims of pollution, but could throw his testimony into question when a judge, not a jury, is evaluating his opinion’s scientific basis.)
With or without a mainstream scientific basis, however, even the claim of a health problem can affect the market value of a property — and “stigma” that affects property values is an expert field of research in its own right. That’s a factor that could come into play in cases such as the Williamsburg, Va., rental development known as Wyndham Plantation. In that housing area, the owner, H. R. “Dick” Ashe, says he has replaced all the offending drywall and has test data showing that the homes are now free of contamination, reported the Newport News Daily Press (“Controversy brewing with renters over presence of Chinese drywall in homes,” by Joe Lawlor). “But renter Kianna Hart and former renter Cheryl Radcliff said they became sick from the air inside their 2,100-square-foot townhomes after they moved in late last year,” reports the paper. “Hart, who is still living in Wyndham Plantation, said she and her children are constantly sick, and she's blaming the drywall gases.”
Proving a link between vague symptoms like cough, wheezing, runny nose, or itchy eyes — which can also be caused by a wide range of allergies to anything from pollen to dust mite droppings — is difficult in any particular case. But even the rumor of contamination and health effects could be enough to affect the value of a rental property, or an owner-occupied home for sale.
“Stigma,” defined as a loss of value that persists even after a defective dwelling has been fixed, is the specialty of experts like John A. Kilpatrick, Ph.D., of the Seattle firm Greenfield Advisors. In a 2009 presentation at a conference about Chinese drywall, Kilpatrick explained that even without health issues, homes with construction defects can suffer a loss of economic value that persists even after repairs are accomplished.
“The concept of stigma arose in the 1980s,” explained Kilpatrick, “when practicing appraisers observed that the decline in the market value of an impacted property was consistently greater than the engineering costs anticipated to remediate that property. In the 1990s, we also found that properties impacted by construction defects were similarly affected by stigma. For example, we worked on many of the synthetic stucco cases and found that even after affected homes had been re-clad by other siding materials, there was still a statistically and economically significant negative market impact.”
In a chapter of the book When Bad Things Happen to Good Property, by Robert A. Simons (Environmental Law Institute, 2006), Kilpatrick lists a set of criteria that are typical of situations where stigma can dog a property:
1. Responsibility — Is someone or some company specifically shouldering the blame?
2. Exposure — Has there been a risk amplification, such as in the media?
3. Disruption — Does the contamination affect daily lives?
4. Concealability — Is the risk hidden?
5. Aesthetic effect — Can the contamination be seen, felt, or smelled?
6. Prognosis — Will the contamination be cleaned up in the near future?
7. Peril — Is there a health risk?
8. Fear — What is the general concern level associated with this contamination?
9. Involuntary — Are the property owners themselves innocent in this contamination?
Plainly, if these are the signposts for likely stigma to attach to a property, Chinese drywall seems to fit the bill.
But the problem is not merely subjective, explained Kilpatrick in his 2009 presentation, because even if a home is repaired, lasting effects of the contamination or of the repair itself could raise the long-term financial cost of owning the house. “Simple remediation of the obvious problem will frequently leave secondary issues which can’t be addressed so simply,” he said. “For example, when we worked on moisture intrusion cases, we found that remediation may include replacement of windows, or seals, or some other quick fixes to stop the leak and remediate the obviously damaged parts of the dwelling. But the presence of the increased moisture itself for a period of time often causes damage to the hidden structural members, such as studs, joists, and sills, which can’t be replaced without tearing the whole house down. We are still learning about the residual damages from chinese drywall, and from an appraisal perspective, we want to know what sort of hidden residual damage remains, after a remediation is concluded.”
In some cases, said Kilpatrick, the combination of costs and value impairment could wipe out the whole value of a building. “There are certainly circumstances in which the remediation costs, the loss of use and enjoyment, and the loss of marketability, as well as the increased costs of ownership, all taken together, actually exceed the unimpaired market value of the home,” he said.
It’s unlikely that repaired houses will quickly catch up with the value of unaffected houses nearby, said Kilpatrick. In a neighborhood with appreciation rates of 5% a year, he said, a house that suffered a 30% or 40% loss of value from stigma would have to appreciate at 10% a year in order to catch up over a 10-year period — and that’s without considering any lingering claims about health effects. So for owners of affected houses, it’s likely that remediation will not fully solve their problem — and that even after the house is “fixed,” the house won’t really be fixed.

When mixing high strength grout for specific applications, temperature can affect the performance and working times. Be sure to follow all manufacturer's specifications exactly. Some manufacturers have different products for high heat applications. Recently, while inspecting a balcony railing repair, the contractor was found to be adding too much water to extend setting time in 90 plus temps.

Careful review of the product's specs found that the manufacturer actually made a high heat formula which sets slower in high temp applications. A simple switch-out of products has the project back on track within the engineering requirements.

While on a recent trip to Tampa I stumbled upon a large Osprey nest under construction atop a tall southern pine. I watched as the Osprey brought several large and small branches and inserted them as if following a structural detail. The architecture was superb. The diligence at which this large bird worked was something to see. I watched for several days in fact and realized the work ethic and quality of workmanship is something that should be taught to all apprentice tradesman and some journeyman too! A simple bird accomplishing a major task. A home for itself and family built to withstand the strongest storm. No calculations or specifications. Just instinct. Amazing to say the least.

I am usually taking photos of buildings, and not the pretty side of buildings. My camera is full of cracked stucco, mold tastefully tucked in the corners of a living room, water-soaked window sills and less-than-stable balcony railings.

Motorcycle Parking: Code Compliant "Yes" but Not an issue at all!

Condo Associations are dealing with the ever present motorcycle parking issue.

Per an article in the AMA here are some guidelines which can ease the transition between car and motorcycle.

If motorcycles are banned from a parking garage or lot, contact the facility manager to find out why. If the issue is liability, suggest some of the following: Set aside parking areas near the entrances/exits so that motorcycles don't have to pass under the gate's control arm, shorten the control gate arm so the operator can pass around it, even when it's closed, make curb cuts in the concrete/asphalt to allow motorcycles to bypass the gates altogether, allow riders to sign liability waiver, absolving the parking facility of any responsibility for the control gates operation.

If the issue is noise, suggest one or more of the following options: Post signs that motorcycles are permitted, but local noise ordinances will be strictly enforced, promptly report violators to security or local police.
Point out that dedicated motorcycle parking spaces mean more regular parking spaces for four-wheeled vehicles. More vehicles mean more revenue.
Suggest a trial period (say, six months) during which motorcycle parking will be permitted in the facility, and then deal with problems as they surface, perhaps through regular meetings with facility manager. At the end of the trial period, review issues from riders and facility staff with managers, and work constructively to evaluate the results and assist in taking corrective action on any deficiencies identified by parking facility staff and management.
Create a board of motorcyclists and bicyclists to lobby for the change in parking policy. Bicycle parking may be included in the plan, if there is sufficient interest.
Identify areas within the garage or surface lot where four-wheeled vehicles can't park. Suggest these areas be striped and designated as motorcycle/scooter only parking areas. These added spaces mean more revenue.
Provide examples of what other parking facilities, particularly those in the same area, have done to accommodate motorcycles and scooters. This shows that nearby facilities have successfully addressed the issues associated with motorcycle and scooter parking.
At work, enlist the help of your work management team and your Human Resources Department to push for motorcycle and scooter parking.
If you work in the public or government sector, consider contacting your state senator or representative to lobby for dedicated motorcycle parking in public facilities.
Download and print articles and documents on motorcycle parking, including those from overseas, to pass along to parking facility managers. A simple Google search using "motorcycle parking" will yield a treasure trove of materials, primarily from the public section, including recommendations on size, surface materials, security, and other issues related to motorcycle parking.
Look to progressive cities for guidance on how they addressed motorcycle parking.
Don't ignore on-street parking. Identifying areas where four-wheeled vehicles won't fit is a good starting point. Consider designated motorcycle parking.
Contact local government officials (mayor's office, city council members, traffic and parking office, city engineer, etc.) to lobby for motorcycle parking areas on public property. Many elected and appointed officials don't know there's a motorcycle parking problem because they don't ride.

When my clients ask me to help them find a good builder, I always tell them to talk with the developer and then visit a completed project. Make certain that the project is really one that the builder completed. Less scrupulous and small, independent builders have been known to list addresses that they had nothing to do with. Ask the homeowners who their builder was. Ask more questions. Dig a bit.

Try to find a project that is 5 - 10 years old. See how it is wearing. Longterm, what are the problems that have been encountered and are they reasonable?

Nice guys aren't always the best builders.

Chinese Drywall Trial or Not

Experts, in other words, must testify accurately as to the general state of knowledge in their field, rather than present their own personal views. Judges are required to be "gatekeepers" and decide before trial begins whether the evidence will be allowed in court. In the case of the Chinese drywall remediation question, Judge Fallon ruled that "the air-filtration theory 'was not there yet' in terms of having ample supporting proof to justify its inclusion in the proceedings," reports the Sarasota Herald-Tribune ("Company out of drywall trial")."

And so it will go, back and forth with emotional testimony from ailing and bereft homeowners, indignant builders, witch doctors and drywall-sniffing dogs and confused public officials.

Without national protocols for both detection and remediation, and a weighty statement from national health officials on the possible outcomes from long-term exposure to Chinese Drywall, is a mosh-pit out there.

The International Code Council is urging the institution of strong building codes in Haiti's rebuilding effort.

"The events in Haiti once again teach us that any effort involving rebuilding should require construction that utilizes the best available information on codes and code enforcement," says Richard P. Weiland, CEO of the International Code Council.

In the coming weeks, the ICC will certainly open a call for certified building professionals. Inspectors, planners and specialists across a wide range of construction-related fields. A registration point on the ICC Web site will most probably be posted.

I have taken the initiative of throwing my hat in the ring. Sent an e-mail with my contact information. I can be on the front line, in the first wave. I'm in South Florida, so I am within a few easy hours of the island. And I have the overwhelming feeling that I should do something; offering my expertise, through the ICC, makes me feel less powerless.

When the call comes, if the call comes, I am standing on alert. I urge my colleagues to do the same, especially those who are in South Florida.

A letter from a former construction associate

I sent an e-mail to a former construction associate who is now working for a major firm in the middle east in an unrelated service line. Cisco. I asked him if he missed the "Old Days" when work was hands-on and the sense of accomplishment was worth experiencing? His response is worth reading:

Quote: David, What a timely comment and question. Last night I was out jogging around the Marina with my son and we were marveling at the construction projects underway. We talked about what it must feel like to be the person that made the decision and was responsible for the construction of a very elegant high rise going up and I commented that there must be great satisfaction in being able to pass by later and know you accomplished such a feat. I shared with him that it was the most gratifying part of running my construction business, knowing that I was ultimately responsible for what others are enjoying to this day.

So, the answer is YES, I do miss those days and what was accomplished with the dodgy group of characters we surrounded ourselves with. I also miss being involved in the hands on process and even the flexibility it provided.

The difference between now and then, is that now I don't get my hands dirty, but instead influence the decision process and build up a preference and brand loyalty for Cisco within critical businesses. I'm still building, but now it's relationships that will drive business.

I somehow feel my background in construction has lead me to the projects I'm working on now, which include a 3M sq ft. convention center with mixed use office facility and connecting hotel. We're in the final stage of board acceptance to make it the one of the most sustainable smart buildings in the world.

Additionally, I'm responsible for managing the Dubai Aviation industry, which includes 2 airports, which are both under construction and also Global in scale.

The stress is high, the hands on satisfaction is low, the ability to drop into bed completely physically shattered doesn't happen, but it's replaced with mental fatigue.

Sea shells in your stucco finish

In a recent inspection of a new structure on Fort Lauderdale Beach, I was surprised to find a high sodium content in the cracking stucco (decorative cementitious coating).

Progress photos showed the stucco sand had been delivered to the site and dumped on top of the regular beach sand.

I assessed that shovel after shovel of the salt-laden beach sand wound up in the stucco mixing procedure. Further microscopic analysis found sea shell fragments and low hydration. Core samples revealed less than the ASTM Standard for thickness. Couple that with material submittals that were not followed with respect to approved add mixtures, and it is no wonder that the decorative cementitious coating, less than 3 years old, is cracking and delaminating.

Care must be taken during stucco application and due diligence shown by the sub contractor to avoid such a condition. Third party Quality Assurance inspection firms are proven remedies in the avoidance of conditions as seen here.

Florida guidelines to be anti-runoff model

Last year, the Sierra Club, Florida Wildlife Federation and others filed a lawsuit against the Environmental Protection Association, seeking numeric standards for run-off like animal waste and fertilizers.

On Wednesday, a consent decree was signed to settle the suit. The EPA has until January 14th to propose the new pollution limits for Florida’s lakes, rivers and creeks, and until October 2010 to finalize the rules.

This is the first time that the EPA has set numeric limits for nurient run-off in any state. Others have set their own limits.

Polluters will have more to fear from government inspectors, and solid guidelines to adhere to with respect to environmental protections.

Hurricane season in Florida can mean serious uncertainty: will the building leak during a major "water event?"

As the storm forecasters work their way through the alphabetical list - Ana, Bill, Claudette - a simple test to the ASTM E-1105 Standard will confirm if the glass and glazing components, the sealants, the structure or other related building components are in a condition to fail under extreme circumstances.

Water pressure tests simulate wind pressures and apply water to the test specimen. Infrared camera technology or visual evidence of water leakage confirms or dispels any worry of failed components. Water intrusion testing is performed by qualified and trained personnel familiar with testing equipment to the ASTM Standard. Before the storm hits, it can determined if a building will leak water.

Hot dry days are the perfect time to test. Waiting until a building experiences water intrusion is a costly exercise and can be easily avoided with testing and remedial repair work if failures are found.

The stink over Chinese drywall

Chinese drywall. Two words that make homeowners shudder.

Defective drywall, manufactured in China and imported to the U.S. starting in 2004, emits sulfrous gases. The problem is made worse in hot, humid climates. Florida is one of the states most affected by the Chinese drywall dilemna, due in part to the building boom of 2004-05.

Although Chinese drywall is blamed for a myriad of respiratory and sinus ailments, investigations and lawsuits are pending.

If a homeowner -- and approximately 100,000 homes may actually have Chinese drywall -- is concerned, a certified inspection professional can assist with evaluation and suggest the appropriate remediation.

A limited inspection cannot identify drywall as being "Chinese." Specific observations, which take homeowners' observations into account and evaluate the condition of copper coil and wires at various locations inside the home, may lead an inspector to recommend further invasive testing.

Invasive testing for Chinese drywall generally comprises the collection of sample sections of drywall from different walls in the home. Visual observation and additional laboratory testing will yield a professional opinion.

Remediation - or fixing the problem - involves removed the defective drywall from all locations (walls and ceilings), environmental cleaning, and replacement with new drywall.

Sounds simple enough? Homeowners are discouraged from taking a hacksaw to their own walls. Chinese drywall may be mislabeled, or not labeled at all. Other factors, such as thickness and type of backing may be more subtle clues as to its source.

If a home is determined to be free of Chinese drywall, a professional inspector will provide the homeowner with a document that lists details of tests performed, photo documentation and an opinion of actions required - whether none, additional testing, intermittent testing or remediation. This is a valuable resource for future resale of property.

These are issues -- crises -- that would leave any homeowner reeling, and often without adequate recourse. Your home slides down the hill and demolishes a handful of homes on its way. The ground below your feet moves. Literally. Licensing and regulation is spotty at best. Optical illusion staging and disappearing budget games are not uncommon.

This is where someone on your side is critical. It's an economical "insurance policy," especially when you consider that your finances, peace of mind and future are often on the line.

Peer review of preconstruction plans can avoid land suitability issues
Progress inspections related to loss prevention can mitigate defects. The implementation of a CDM (Construction Defect Mitigation) program eliminates many issues described in the referenced article.
Red tape and compliance issues add cost to building a new home and that cost is inevitably passed on to the consumer in the form of a higher-priced home.
Some regulation of the industry is necessary and welcome, to protect home buyers, but a a time when affordable housing continues to be a crisis nationwide, governments ought to be careful not to over regulate.
An independent inspector prides himself in looking at things a municipal inspector isn’t looking for: quality construction vs. code compliance.
Eliminate the use of warranty altogether with independent inspections to assure the owner that he has the best value for his dollar, installed correctly and at the highest standard, before, during and after construction.
Having an independent professional on-site is an owner’s best defense against shoddy construction.

Registry of hurricane approved products

to make the building the most hurricane resistant hi-rise in the country.
The building is designed to resist impact for it's entire height;
building code only requires impact-resistance up to 30 feet.

Miami-Dade County maintains a registry of approved hurricane-resistant products. In 2008, there were 1,370 applications for the statewide approval, reports The South Florida Business Journal. Miami-Dade standards are stringent; county approval is coveted.

Applications for hurricane-resistant building products fell off from 2007 and 2006 levels last year. To ensure that building products conform to regulatory standards, manufacturers should be required to produce their Miami-Dade certification when bidding a project.

Materials testing and verification is an ongoing component on building defect mitigation inspections. Product quality (expiration dates, suitable for application, etc.), compliance to local codes and ordinances, and use within the parameters of the manufacturer's guidelines are important observations for an inspector.

Building in accessibility

In recognition of the 19th anniversary of the federal Americans with Disabilities Act, Governor Charlie Crist has accepted the 2009 recommendations of the Governor’s Commission on Disabilities.

The commission’s recommendations in 2009 include a point on Increased Accessibility by amending the state building code to provide inclusive design modifications and providing tax credits to encourage accessible construction and standards. The directives now include a recommendation to provide accessibility during initial construction, which can be less expensive than modifying a home after conventional construction.

This year the commission presented 18 recommendations that build on last year’s 49 recommendations. As directed by the Governor in 2008, the commission expanded its scope to include health care, and continues its focus on employment, education, independent living, transportation and civil rights for persons with disabilities, acknowledging that some of the recommendations are far-reaching and will require legislation and time to implement.

Buildings leaking money

Specialized inspections can save money in a wide number of arenas. Energy inspections, which concentrate attention to construction practices that result in environmentally-sympathetic energy savings, can realize long-term cost savings for home and building owners.

New stringent building codes, which target energy use issues, are currently in place in California and a few additional areas. States must pledge to adopt strong energy-related building codes in order to access the stimulus package dollars for energy programs. Florida boasts a strong energy code.

Currently, homes can be made at least 30 percent more energy efficient with the correct usage of products available on the market.

Crack in the foundation

Wall Street Journal reports that almost one-half of the homeowners in a Sacramento Valley subdivision complain of a construction defect. See the article, "Cracked Houses: What the Boom Built."

The furious pace of building in the '90's contributed to a surge in defects due to shortages of qualified construction workers and quality materials.

Owners from Florida are included in the stricken population. According to the Wall Street Journal, "One of the best defenses against buying a defective house is a thorough inspection by a state-licensed building-inspection engineer, experts say."

Periodic condition assessments during construction can minimize probability of defects, serving as an "insurance policy" for owners and developers.

Studs notched for bolts

Condition: although anchor bolt and washer are placed correctly, the king stud is over-notched.

Result: loss of structural integrity with full-bearing and attachment to the bottom plate. This condition would not pass a framing inspection.

Recommendation: sister a common stud on both sides of the over-notched stud and spike accordingly.

Vigilance during all phases of construction avoids inspection failures and cost overruns.
