In this case no bonding agent was applied to the cast in place concrete prior to stucco application. This large piece of stucco fell off and visual observations show the entire area is delaminated. No one was hurt in this case and repairs are now underway. Existing properties and new construction alike need the services of qualified firms to oversee day to day operations related to design and implementation of materials during installation. It becomes an issue of "Pay me now or pay later". The slow process had the waterproofing removed on the walking surface to expose the crack above and the stucco was removed below to expose the crack as well. After gel was applied to the bottom the injection ports were set on the top. Injection took place, curing and finish grinding followed. The cracks as viewed from both above and below will allow water to intrude on the reinforcement elements and thus deteriorate the structural elements even further. Removal and replacement of the waterproofing membrane coupled with epoxy injection repair of the cracks and related stucco repair and paint can resolve the issue and extend the life cycle of the catwalk component. They refused to warrant their spec of course but recommend their caulking product!&lt;br /&gt;&lt;br /&gt;When sounding of cracked stucco over a cementitious substrate reveals delamination the ASTM C-926 Standard should be followed. Remove the delaminated area and get so a solid substrate. Bond the scratch coat with an approved agent , apply the scratch and then apply the finish coat. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: arial;"&gt;While caulking can stop water intrusion temporarily over the length of the existing crack caulked as soon as temperature fluctuates and crack is elongated once again water again begins to intrude at the new area of the un-caulked crack. At first they thought they would trust the painting contractor to apply the coatings at the recommended mil thicknes as specified in the product specs.&lt;br /&gt;   After some convincing they made the decision to have our firm do mil thickness testing by way of 3rd party Quality Assurance Inspections. The contractor immediatly went back to areas they has previously finished and put on a third coat! Testing revealed that the primer coat was 2.7 mils too thin on average and now the finish coats were 4.5 mils too thick.&lt;br /&gt;   Current inspections now find the primer and finish coats well within manufactures specifications. Dr. Kilburn toured the Tampa area and talked with  residents of contaminated homes at the invitation the Greater Sun City  Center Contaminated Drywall Coordinating Group, an advocacy organization  that contracted with Kilburn to conduct a health survey “to demonstrate  the need for government intervention and epidemiological testing on  residents in contaminated environments,” according to Tampa Bay Online.&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;According to the report, “ ‘This is premature aging,' Kilburn said after  touring two homes in Sun City Center and listening to resident  complaints. 'This is a death-causing problem.' According to Kilburn, the  lack of response is often caused by financial motivations and an  unwillingness on the part of government officials to delve into issues.’  “&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;But there is wide uncertainty within the medical field about the health  effects of Chinese drywall — one reason why Judge Eldon Fallon, who is  overseeing combined federal litigation of drywall-related cases, has  deferred taking up any health-related lawsuits. Under the so-called &lt;/span&gt;&lt;a style="color: rgb(102, 255, 255);" target="_blank" href="http://hwcoco-media.com/portal/wts/cemc6Ra7Bjeba9-vuek7Eua9AFvTEc"&gt;“Daubert standard&lt;/a&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;”  for expert witness testimony in federal court, juries aren’t expected  to assess competing “hired-gun” testimony — instead, judges are&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;tasked as “gatekeepers” of expert claims, and must determine whether a  witness reflects the broadly accepted science in his field before  allowing a jury to hear the evidence. Assertions like Dr. Kilburn’s  typically are not admitted as court testimony, unless they represent a  broad consensus within the expert’s field — particularly if the expert  earns significant income from testifying in high-profile cases, or  appears to display a personal bias. That’s a factor that could come into play in cases such  as the Williamsburg, Va., rental development known as Wyndham  Plantation. In that housing area, the owner, H. R. “Dick” Ashe, says he  has replaced all the offending drywall and has test data showing that  the homes are now free of contamination, reported the Newport News Daily  Press (“&lt;/span&gt;&lt;a style="color: rgb(102, 255, 255);" target="_blank" href="http://hwcoco-media.com/portal/wts/cemc6Ra7Bjeba9-vuek7Ewa9AFvTEc"&gt;Controversy brewing with renters over presence of Chinese drywall in homes&lt;/a&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;,”  by Joe Lawlor). “But renter Kianna Hart and former renter Cheryl  Radcliff said they became sick from the air inside their  2,100-square-foot townhomes after they moved in late last year,” reports  the paper. “Hart, who is still living in Wyndham Plantation, said she  and her children are constantly sick, and she's blaming the drywall  gases.”&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;Proving a link between vague symptoms like cough, wheezing, runny nose,  or itchy eyes — which can also be caused by a wide range of allergies to  anything from pollen to dust mite droppings — is difficult in any  particular case. But even the rumor of contamination and health effects  could be enough to affect the value of a rental property, or an  owner-occupied home for sale.&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;“Stigma,” defined as a loss of value that persists even after a  defective dwelling has been fixed, is the specialty of experts like John  A. Kilpatrick, Ph.D., of the Seattle firm &lt;/span&gt;&lt;a style="color: rgb(102, 255, 255);" target="_blank" href="http://hwcoco-media.com/portal/wts/cemc6Ra7Bjeba9-vuek7Exa9AFvTEc"&gt;Greenfield Advisors&lt;/a&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;.  In a 2009 presentation at a conference about Chinese drywall,  Kilpatrick explained that even without health issues, homes with  construction defects can suffer a loss of economic value that persists  even after repairs are accomplished.&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;“The concept of stigma arose in the 1980s,” explained Kilpatrick, “when  practicing appraisers observed that the decline in the market value of  an impacted property was consistently greater than the engineering costs  anticipated to remediate that property. In the 1990s, we also found  that properties impacted by construction defects were similarly affected  by stigma. For example, we worked on many of the synthetic stucco cases  and found that even after affected homes had been re-clad by other  siding materials, there was still a statistically and economically  significant negative market impact.”&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;In a chapter of the book &lt;/span&gt;&lt;a style="color: rgb(102, 255, 255);" target="_blank" href="http://hwcoco-media.com/portal/wts/cemc6Ra7Bjeba9-vuek7Eya9AFvTEc"&gt;When Bad Things Happen to Good Property&lt;/a&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;,  by Robert A. Simons (Environmental Law Institute, 2006), Kilpatrick  lists a set of criteria that are typical of situations where stigma can  dog a property:&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;1. Responsibility — Is someone or some company specifically shouldering the blame?&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;2. Exposure — Has there been a risk amplification, such as in the media?&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;3. Disruption — Does the contamination affect daily lives?&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;4. Concealability — Is the risk hidden?&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;5. Aesthetic effect — Can the contamination be seen, felt, or smelled?&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;6. Prognosis — Will the contamination be cleaned up in the near future?&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;7. Peril — Is there a health risk?&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;8. Fear — What is the general concern level associated with this contamination?&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;9. Involuntary — Are the property owners themselves innocent in this contamination?&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;Plainly, if these are the signposts for likely stigma to attach to a property, Chinese drywall seems to fit the bill.&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;But the problem is not merely subjective, explained Kilpatrick in his  2009 presentation, because even if a home is repaired, lasting effects  of the contamination or of the repair itself could raise the long-term  financial cost of owning the house. “Simple remediation of the obvious  problem will frequently leave secondary issues which can’t be addressed  so simply,” he said. “For example, when we worked on moisture intrusion  cases, we found that remediation may include replacement of windows, or  seals, or some other quick fixes to stop the leak and remediate the  obviously damaged parts of the dwelling. But the presence of the  increased moisture itself for a period of time often causes damage to  the hidden structural members, such as studs, joists, and sills, which  can’t be replaced without tearing the whole house down. We are still  learning about the residual damages from chinese drywall, and from an  appraisal perspective, we want to know what sort of hidden residual  damage remains, after a remediation is concluded.”&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;In some cases, said Kilpatrick, the combination of costs and value  impairment could wipe out the whole value of a building. “There are  certainly circumstances in which the remediation costs, the loss of use  and enjoyment, and the loss of marketability, as well as the increased  costs of ownership, all taken together, actually exceed the unimpaired  market value of the home,” he said.&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(102, 255, 255);"&gt;It’s unlikely that repaired houses will quickly catch up with the value  of unaffected houses nearby, said Kilpatrick. In a neighborhood with  appreciation rates of 5% a year, he said, a house that suffered a 30% or  40% loss of value from stigma would have to appreciate at 10% a year in  order to catch up over a 10-year period — and that’s without  considering any lingering claims about health effects. Be sure to follow all manufacturer's specifications exactly. Some manufacturers have different products for high heat applications. Recently, while inspecting a balcony railing repair, the contractor was found to be adding too much water to extend setting time in 90 plus temps.&lt;br /&gt;&lt;br /&gt;Careful review of the product's specs found that the manufacturer actually made a high heat formula which sets slower in high temp applications. I watched as the Osprey brought several large and small branches and inserted them as if following a structural detail. The architecture was superb. The diligence at which this large bird worked was something to see.  I watched for several days in fact and realized the work ethic and quality of workmanship is something that should be taught to all apprentice tradesman and some journeyman too! A simple bird accomplishing a major task. A home for itself and family built to withstand the strongest storm. No calculations or specifications. Just instinct. If the issue is liability, suggest some of the following: Set aside parking areas near the entrances/exits so that motorcycles don't have to pass under the gate's control arm, shorten the control gate arm so the operator can pass around it, even when it's closed, make curb cuts in the concrete/asphalt to allow motorcycles to bypass the gates altogether, allow riders to sign liability waiver, absolving the parking facility of any responsibility for the control gates operation.&lt;/p&gt;    &lt;p&gt;If the issue is noise, suggest one or more of the following options: Post signs that motorcycles are permitted, but local noise ordinances will be strictly enforced, promptly report violators to security or local police.&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;Point out that dedicated motorcycle parking spaces mean more regular parking spaces for four-wheeled vehicles. More vehicles mean more revenue.&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;Suggest a trial period (say, six months) during which motorcycle parking will be permitted in the facility, and then deal with problems as they surface, perhaps through regular meetings with facility manager. At the end of the trial period, review issues from riders and facility staff with managers, and work constructively to evaluate the results and assist in taking corrective action on any deficiencies identified by parking facility staff and management.&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;Create a board of motorcyclists and bicyclists to lobby for the change in parking policy. Bicycle parking may be included in the plan, if there is sufficient interest.&lt;br /&gt;&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;Identify areas within the garage or surface lot where four-wheeled vehicles can't park. Suggest these areas be striped and designated as motorcycle/scooter only parking areas. These added spaces mean more revenue.&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;Provide examples of what other parking facilities, particularly those in the same area, have done to accommodate motorcycles and scooters. This shows that nearby facilities have successfully addressed the issues associated with motorcycle and scooter parking.&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;At work, enlist the help of your work management team and your Human Resources Department to push for motorcycle and scooter parking.&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;If you work in the public or government sector, consider contacting your state senator or representative to lobby for dedicated motorcycle parking in public facilities.&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;Download and print articles and documents on motorcycle parking, including those from overseas, to pass along to parking facility managers. A simple Google search using "motorcycle parking" will yield a treasure trove of materials, primarily from the public section, including recommendations on size, surface materials, security, and other issues related to motorcycle parking.&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;Look to progressive cities for guidance on how they addressed motorcycle parking.&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;Don't ignore on-street parking. Identifying areas where four-wheeled vehicles won't fit is a good starting point. Consider designated motorcycle parking.&lt;br /&gt;&lt;/p&gt;&lt;/li&gt;&lt;li&gt;&lt;p&gt;Contact local government officials (mayor's office, city council members, traffic and parking office, city engineer, etc.) to lobby for motorcycle parking areas on public property. Make certain that the project is really one that the builder completed. Less scrupulous and small, independent builders have been known to list addresses that they had nothing to do with. Ask the homeowners who their builder was. Ask more questions. Dig a bit.&lt;br /&gt;&lt;br /&gt;Try to find a project that is 5 - 10 years old. See how it is wearing. Cisco. I asked him if he missed the "Old Days" when work was hands-on and the sense of accomplishment was worth experiencing? His response is worth reading:&lt;br /&gt;&lt;br /&gt;Quote: &lt;span style="font-style: italic;"&gt;David, What a timely comment and question. Last night I was out jogging around the Marina with my son and we were marveling at the construction projects underway. We talked about what it must feel like to be the person that made the decision and was responsible for the construction of a very elegant high rise going up and I commented that there must be great satisfaction in being able to pass by later and know you accomplished such a feat. I shared with him that it was the most gratifying part of running my construction business, knowing that I was ultimately responsible for what others are enjoying to this day.&lt;br /&gt;&lt;br /&gt;So, the answer is YES, I do miss those days and what was accomplished with the dodgy group of characters we surrounded ourselves with. I also miss being involved in the hands on process and even the flexibility it provided.&lt;br /&gt;&lt;br /&gt;The difference between now and then, is that now I don't get my hands dirty, but instead influence the decision process and build up a preference and brand loyalty for Cisco within critical businesses. I'm still building, but now it's relationships that will drive business.&lt;br /&gt;&lt;br /&gt;I somehow feel my background in construction has lead me to the projects I'm working on now, which include a 3M sq ft. convention center with mixed use office facility and connecting hotel. Further microscopic analysis found sea shell fragments and low hydration. Core samples revealed less than the ASTM Standard for thickness. Couple that with material submittals that were not followed with respect to approved add mixtures, and it is no wonder that the decorative cementitious coating, less than 3 years old, is cracking and delaminating.&lt;br /&gt;&lt;/p&gt;&lt;p class="q-details"&gt;Care must be taken during stucco application and due diligence shown by the sub contractor to avoid such a condition. The EPA has until January 14th to propose the new pollution limits for Florida’s lakes, rivers and creeks, and until October 2010 to finalize the rules.&lt;br /&gt;&lt;br /&gt;This is the first time that the EPA has set numeric limits for nurient run-off in any state. Florida is one of the states most affected by the &lt;a id="aptureLink_dK0rY1FKkK" href="http://en.wikipedia.org/wiki/2009%20Chinese%20drywall%20controversy"&gt;Chinese drywall&lt;/a&gt; dilemna, due in part to the building boom of 2004-05.&lt;br /&gt;&lt;br /&gt;Although Chinese drywall is blamed for a myriad of respiratory and sinus ailments, investigations and lawsuits are pending.&lt;br /&gt;&lt;br /&gt;If a homeowner -- and approximately 100,000 homes may actually have Chinese drywall -- is concerned, a certified inspection professional can assist with evaluation and suggest the appropriate remediation.&lt;br /&gt;&lt;br /&gt;A limited inspection cannot identify drywall as being "Chinese."  Specific observations, which take homeowners' observations into account and evaluate the condition of copper coil and wires at various locations inside the home, may lead an inspector to recommend further invasive testing.&lt;br /&gt;&lt;br /&gt;Invasive testing for Chinese drywall generally comprises the collection of sample sections of drywall from different walls in the home.  Visual observation and additional laboratory testing will yield a professional opinion.&lt;br /&gt;&lt;br /&gt;Remediation - or fixing the problem - involves removed the defective drywall from all locations (walls and ceilings), environmental cleaning, and replacement with new drywall.&lt;br /&gt;&lt;br /&gt;Sounds simple enough?  Homeowners are discouraged from taking a hacksaw to their own walls.  Chinese drywall may be mislabeled, or not labeled at all.  Other factors, such as thickness and type of backing may be more subtle clues as to its source. &lt;br /&gt;&lt;br /&gt;If a home is determined to be free of Chinese drywall, a professional inspector will provide the homeowner with a document that lists details of tests performed, photo documentation and an opinion of actions required - whether none, additional testing, intermittent testing or remediation. It's an economical "insurance policy," especially when you consider that your finances, peace of mind and future are often on the line.&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Peer review of preconstruction plans can avoid land suitability issues&lt;/li&gt;&lt;li&gt;Progress inspections related to loss prevention can mitigate defects.
